Best Clean Drugstore Shampoo (Non-Toxic & Affordable Picks)
Discover truly clean, non-toxic shampoos at major drugstores like Target, Walmart, CVS and Walgreens, without falling for common greenwashing tactics.

Finding a clean drugstore shampoo that actually lives up to its claims can feel overwhelming. Many shampoos on store shelves are labeled “natural” or “gentle,” yet still contain ingredients like sulfates, synthetic fragrance, or harsh preservatives that can irritate the scalp, damage hair or disrupt our hormones.
In this guide, I’m sharing the best clean drugstore shampoos you can buy at places like Target, Walmart, CVS, and Walgreens—options that meet high ingredient standards, but without the high price tags.
These picks are free from common red flags like sulfates, parabens, phthalates, and formaldehyde-releasing preservatives, and I’ll also explain what to look for (and what to avoid) so you can shop with confidence.
If you’re looking for affordable, non-toxic shampoo that’s easy to find and fits into real life budgets—this list is a great place to start.

What Makes a Shampoo “Clean” (Especially at the Drugstore)
A clean shampoo is one that avoids ingredients linked to irritation, hormone disruption, or long-term health concerns—while still cleansing hair effectively. At the drugstore level, “clean” doesn’t always mean perfect, but it does mean meeting higher ingredient standards than conventional shampoos.
Here’s what I look for when choosing a truly clean shampoo.
Ingredients to Avoid in Shampoo
Even shampoos marketed as “natural”, “gentle” or “pure” may contain these common concerning ingredients:
- Sulfates (SLS, SLES) – Harsh detergents that can strip hair and irritate sensitive scalps
- Parabens – Preservatives linked to hormone disruption
- Phthalates – Often hidden in synthetic fragrance
- Synthetic fragrance – A catch-all term that can include dozens of undisclosed chemicals
- Formaldehyde-releasing preservatives (like DMDM hydantoin) – Used to extend shelf life but potentially irritating
Clean drugstore shampoos avoid these ingredients entirely or replace them with gentler alternatives. (Learn more about bad shampoo ingredients in this article)
Ingredients Commonly Found in Cleaner Shampoos
Instead of harsh cleansers and preservatives, cleaner formulas often rely on:
- Milder surfactants derived from coconut or other plants
- Plant-based moisturizers like aloe, glycerin, or shea butter
- Essential oils or fragrance-free formulas instead of synthetic fragrance
- Safer preservatives approved for use in clean beauty formulations
These ingredients help cleanse hair without excessive dryness or buildup.
“Natural” Doesn’t Always Mean Clean
One of the biggest challenges with drugstore hair care is greenwashing. Terms like natural, eco-friendly, or plant-based aren’t regulated and don’t guarantee a safer formula.
That’s why I focus on:
- Ingredient lists, not front-label claims
- Trusted non-toxic beauty certifications
- Brands that clearly disclose their standards
- Formulas that consistently avoid known problem ingredients
Buyer beware: a shampoo can include plant-based ingredients and still contain sulfates or synthetic fragrance—so it’s always worth checking the fine print.

Best Clean Drugstore Shampoo Picks (By Store)
Now let’s take a look at the cleanest shampoos you can easily find at drugstores and mass retail chains. After plenty of research and many hair washings, here are the brands that stood out as the safest affordable shampoos you can find at your local stores.
Keep in mind that every chain has their own definition of “clean beauty” and particular ingredients that they will or will not allow. For this article, I’m curating recommendations that pass Mindful Momma’s definition of clean beauty which follows closely with the EWG’s guidelines and does not allow for synthetic or artificial fragrance ingredients.
(Note that the selection at individual stores will vary – not all of these brands will be in-stock at your local store.)

Best Clean Shampoo at Target
Target has a pretty good clean beauty section called Target Clean but I don’t agree with everything that they allow in that section. Here are my recommended clean shampoo brands at Target:
- Acure – Known for simple, effective, natural products. I’m a long time fan of Acure!
- Derma E – Known for its scalp relief shampoo and conditioner
- Everyone – Multi-tasking 3-in-1 soap in an large size for the whole family (EWG Verified)
- Honest Company – Popular non-toxic shampoo for kids and families (EWG Verified)
- Odell – A relatively new brand of premium but affordable & safe hair care (fragrance is listed on the ingredients but it is 100% natural)
- Pipette – Baby shampoo & wash combo (EWG Verified)
- Pura d’or – Specializes in anti-thinning shampoo
- Shea Moisture – Known to help repair damaged and processed hair
Best Clean Shampoo at Walmart
Walmart also has some guidelines for clean beauty products and because they are such a large company, they carry a few more clean shampoos than the other chains.
- Alaffia – Affordable, family-sized shampoo for the whole family
- Avalon Organics – A long-established natural brand made with many certified organic ingredients (EWG Verified)
- Derma E
- Desert Essence – Known for utilizing desert botanicals like tea tree oil, jojoba and aloe vera
- Everyone – They also carry the Everyone Kids Soap
- Honest Company
- Pipette
- Pura d’or
- Shea Moisture
Best Clean Shampoo at CVS & Walgreens
CVS and Walgreens don’t offer quite as many clean shampoo brands, but here are a few that you can find at one or both of these stores.
- Honest Company
- Odele
- Pura d’or
- Shea Moisture

Best Clean Drugstore Shampoo by Hair Type
If you are shopping at a drugstore for a non-toxic shampoo for a specific hair type, here are a few suggestions:
- Best shampoo for dry hair: Alaffia Everyday Shea Moisturizing Shampoo
- Best shampoo for curly hair: Shea Moisture Curl & Shine Shampoo
- Best shampoo for thinning hair: Pura d’or Hair Thinning Therapy Shampoo
- Best shampoo for scalp health: Derma E Scalp Relief Shampoo
- Best clarifying shampoo: Avalon Apple Cider Vinegar Shampoo
- Best shampoo for kids: Honest Company Calm Shampoo + Body Wash
- Best shampoo for babies: Pipette Baby Shampoo & Wash

Drugstore Brands That Sound Clean — But Aren’t
Head’s up about a few drugstore shampoo brands that claim to be clean but are actually greenwashed in my opinion. They may be free from some of the worst ingredients but they do use synthetic fragrances, which could be chosen from hundreds of undisclosed chemicals that fall into the fragrance loophole.
- Native
- Method
- Pacifica
- Clairol Herbal Essences
- Garnier Fructis Pure Clean Shampoo
These brands are likely going to be fine if you are in a pinch but I wouldn’t buy them on a regular basis. Plus, I personally do not like the scents that many of these shampoos offer – they are much to strong, “fake” and overwhelming to me.

FAQs About Clean Drugstore Shampoo
Is clean shampoo the same as non-toxic shampoo?
Neither the term “clean” or “non-toxic” are regulated so they technically don’t mean anything. You always need to look deeper at ingredients and certifications to know if a product is truly safe and non-toxic.
Does clean shampoo work as well?
In my opinion, YES! After testing many shampoos over many years, I have found plenty of “clean” shampoos that are very effective in cleaning my hair and leaving it looking strong and healthy.
Are sulfate-free shampoos always clean?
The short answer is NO. A shampoo that is free from sulfate ingredients like SLS or SLES can still contain other potentially harmful ingredients including preservatives and artificial fragrance components.
